Method:
To begin, marinate the lamb with yogurt, ginger paste, garlic paste, red chili powder, turmeric powder, garam masala, and salt. Let it marinate for at least 2 hours or overnight for best results.
In a separate pot, rinse the rice and soak it in water for 30 minutes. In a large pot, bring 4 cups of water to a boil and add the soaked rice along with the cinnamon stick, cloves, cardamom pods, bay leaves, cumin seeds, and salt. Cook until the rice is 3/4th done and drain out the water.

Add the marinated lamb to the tomato mixture and cook on medium heat until the lamb is tender and fully cooked. This should take about 20-25 minutes. Once the lamb is cooked, remove it from the heat and set it aside.
In a deep pot, layer the cooked rice and the cooked lamb. The bottom layer should be rice followed by lamb and then rice again. Top it off with the fried onions. Cover the pot with a tight-fitting lid and let it cook on low heat for 10-15 minutes.
