Add 1/2 cup of vodka and 1/2 cup of cold water to the mixture and stir well.
Pour the mixture evenly into plastic shot cups, filling them about 1/3 of the way.
Place the shot cups in the refrigerator for about 1 hour, or until the first layer is set.
In a separate mixing bowl, dissolve unflavored gelatin in 1 cup of boiling water. Stir until completely dissolved.
Add 1/2 cup of sweetened condensed milk and 1/2 cup of vodka to the mixture. Stir well.
Remove the shot cups from the refrigerator and pour the white layer on top of the set red layer, filling the cups about 2/3 of the way.
Return the shot cups to the refrigerator for another hour, or until the white layer is set.
Finally, dissolve blue raspberry jello in 1 cup of boiling water. Stir until completely dissolved.
Add 1/2 cup of vodka and 1/2 cup of cold water to the mixture and stir well.
Pour the blue layer on top of the set white layer, filling the cups to the top.
Return the shot cups to the refrigerator for one final hour, or until all layers are set.
